EVER SINCE the Rock-and-Roll Hall of Fame gave itself the ticklish job of anointing a rock-and-roll pantheon, one of its stated goals has been to salute not only rock's celebrities but the genre's lesser-known heroes too. But when the Hall of Fame announces its 14th annual class of inductees this fall — the selection process began earlier this month — it's a sure bet that Earl Palmer won't be among them.
