SOMBRE, GOOD people, does not begin to describe it. Doubtless you'd expect this from the former leading fight of the Walker Brothers, but, aside from Scott Walker's molasses baritone, count on no further resemblance. Tilt is unforgivingly highbrow and arcane, bearing no relation to the gloomy pop classicism of that august trio. It is difficult, daunting and very fine indeed.
