THE GIRL with the video camera is following Rockwell around Motown Records' Sunset Boulevard offices. Everywhere he goes, she follows, camera trained on the young man who has suddenly burst into the spotlight with the Top Five hit 'Somebody's Watching Me'. When Rockwell went to Europe for a recent promotional tour, she was there. When he met the press in New York, she was there. And now, as Rockwell walks into his publicist's office for this interview, she rolls the videotape. 'Somebody's Watching Me'? You bet.
