AFTER HALF a dozen listenings, to get beyond the requisite outrage and horror over Neil Young performing electronic-tinged "dance" music, I can now honestly say Neil Young has made a very good Flock-Of-Seagulls-meets-Kraftwerk record. Whether he's made a good Neil Young record is a stickier issue.
