IN DETROIT, where Inner City comes from, fire is often associated with the annual Halloween-eve arson festival known as Devil's Night, or with crack houses set alight by vigilante neighbors. The Motor City recession was already in full force back when every other metropolis was still celebrating prosperity, and the first records in the house-associated dance subgenre called "Detroit techno" served as RoboCop-ready soundtracks for weapons checks at boarded-up warehouses.
