WILL DOWNING'S voice is an elegant, languid caress. But the 28-year-old singer, who has three previous albums, has never enjoyed the success of Luther Vandross or Freddie Jackson, perhaps because Mr. Downing is an even subtler singer. His rich baritone is tailor-made for intimacy, his phrasing both deliberate and effortless. In an era when urges take precedence over longing, he is remarkably old-fashioned.
