SOME TIME during the coming summer, Reggae will become a vital force in pop music — perhaps, for a while at least, the force. For those who have not heard, Reggae is the Jamaican version of Rhythm and Blues: black popular music based on a highly individual swaying, clip-clopping beat in which the musicians subtly imply as much as they actually play.
