BYRON STINGILY, singer for the trio Ten City, is a disciple of Sylvester, one of disco's biggest male stars. Like Sylvester, who died in 1988, Mr. Stingily possesses a searing, almost unearthly falsetto that he uses to dart in and out of the thick, rumbling bass grooves. His piercing wail relents only enough to push along the melody.
