MOST PUNK bands, wary of media labels, seem to spend half their energy denying that they're punk bands, but Television, which closes tonight at the Roxy, should be the first to have that claim authorized. Association and timing have placed the quartet in the forefront of new-wave personalities, but its basic musical approach is grounded in a '60s framework.
