EVERY NOW and then, some group, performer or recording of special merit floats up from the steady stream of unremarkable independent or "underground" music which flows ceaselessly through these premises. Often as not, the "sound that rebounds" is no more than a terrific one-shot: one great side of a two-sided single, or one outstanding performance on a tape containing a half-dozen mediocre ones. In other cases, some consistently impressive element runs through the music in virtual isolation from the dreck surrounding it: a strong, soulful singer; a potent instrumentalist; a good song which could have been great had it been better sung, played, produced.
