DECAY AND decline are never simple in pop music. Take New Orleans R&B as a case in point. A once-flourishing scene had just about sputtered to a halt in the mid-Seventies. The Meters' superb Rejuvenation (1974) and the from-out-of-nowhere Wild Tchoupitoulas (1976) seemed like great last gasps, but both eluded commercial success.
