PUNK BANDS made up in sheer energetic vitality and charm what they lacked in technique. The young electronic bands now taking the British charts by storm twist that appeal: not necessarily any more proficient, they use synthesizers to sound polished, even "artistic." As before, anyone can do it, but the idea is not to be weird or experimental, but novel and accessible.
