ARETHA FRANKLIN has never made a bad record. When her records lacked the fire that ignited her greatest singles, that voice has been enough to keep almost any tune from falling flat. But it's been far too long since her last great record, despite the chart success of her work with Luther Vandross. Part of the reason is that as producer after producer tries to invent the "new" Aretha Franklin, no one quite remembers what made the old one tick.
